NLS has the the story. If this move works one can only say Brilliant! Ben thinks it will be a 20-20 tie vote with LG Bill Bolling as the tie breaker. Then the plan is off to Gov Kaine, who has been as useful as tits on a boar hog on this transportation issue. The constant whining about taking from the general fund has been made clear in this wonderful but very complex graph at Bearing Drift. I would think it will take the democrats many hours of studying to figure this graph out.
