Mr. DURBIN. Mr. President, I am going to ask unanimous consent, but I will make it clear that if there is any modification at a later point that Senator Allen suggests, I will be glad to work with him. I believe this is our understanding based on the colloquy we had.

In fact the only one with a problem with this great piece of legislation that gives 19 million dollars to help our troops with brain injuries is Lowell Feld. While the senate showed some great bipartisan leadership, Mr Feld chose to divide and distort the truth of what happened.
